Commented Issue: EDXL-DE Sample from Oasis fails to load [19538]

When I try to load the sample data "B.2 EDXL-DE With Multiple Encrypted Payloads.xml" from Oasis into an EDXLDE object it throws an exception "Subdivision must be a ISO 3166-1 country code in the form xx-xx or xx-xxx". Also, loading "B.1 EDXL-DE With CAP Payload.xml" from Oasis throws exception that the distribution element target area polygon must be WGS-84 comma delimited pairs.

B.1 EDXL-DE with CAP Payload.xml appears to have some issues with it.
* The polygon in the targetArea element has an extra space at the end of it, which is causing a parsing issue.
* The example is missing the required combinedConfidentiality element. You will want to add this __<combinedConfidentiality>Unclass</combinedConfidentiality>__ before the keyword element.

B.2 EDXL-DE with Multiple Encrypted Payloads.xml also appears to have an issue with it.
* Section 3.2.2 of the DE specification (targetArea Element and Sub-elements) specifies the subdivision is ISO 3166-2 designator for the administrative subdivision concerned. The ISO3166-2 for California is US-CA. Try using that value.

I will inform the OASIS EM TC of the issue in the documentation.
